Illustrative handover binder, drawing sheets, tablet and keys on an office table

AI-generated illustrative concept; not a completed CBD Projects project, approved drawing or compliance detail.

A folder called “handover” can contain hundreds of files and still fail the facilities team. Outdated drawings, generic brochures and unidentified warranties do not explain how the finished premises operate. Agree the information structure before procurement, then verify it against what was actually installed.

Quick answer

Request a searchable index, current as-built drawings, an equipment register, relevant operating and maintenance information, test records, approvals and training records. Give every document a clear owner and acceptance status. An electronic folder is useful only when its contents match the site.

Separate design intent from the installed record

Approved drawings show what was authorised or agreed at a particular stage. As-built drawings should record the completed installation, including properly reviewed changes. Keep both sets identifiable rather than overwriting approvals with an undated drawing marked “final”.

At tender stage, agree which disciplines require as-builts, who prepares and reviews them, and the deliverable formats. Define whether editable files are included. Record drawing number, title, revision, issue date and status in the index. Do not leave file-format expectations until the last payment discussion.

Use an equipment register as the connecting document

Assign an asset reference and location to maintainable equipment within the scope. Record the actual manufacturer, model, serial number where applicable, supplier, installer and relevant warranty dates. Link each asset to its manual, test record and maintenance information.

For example, a pantry appliance should connect to its actual operating instructions and warranty contact, rather than a supplier's general catalogue. A controls device should be identifiable on the relevant layout or schedule. Decide who maintains the register after handover when equipment is replaced.

Make the O&M information usable

O&M means operation and maintenance. Collect instructions for the selected products, relevant maintenance tasks and intervals, consumables, service contacts and specialist support arrangements. Ask the facilities representative to locate one item using the pack as a practical usability test.

Do not place passwords, alarm codes or network credentials inside a widely circulated PDF. Hand these over through an agreed secure channel to authorised personnel. Record that access was transferred without publishing the credentials in the general document index. Separate routine user instructions from tasks that require a qualified technician.

Keep approvals, tests and warranties distinct

A supplier warranty does not replace a commissioning record, and an internal client sign-off does not replace applicable authority completion requirements. List each deliverable separately, with its status and responsible party.

For projects within DDA's remit, its fit-out completion service relates to compliance with approved drawings; the published supporting-document list includes tenant and Civil Defence documentation. Confirm the current project-specific route with the responsible parties. This is an example of one jurisdiction, not a rule that every Dubai fit-out follows the same submission process.

Reconcile records before accepting the pack

Select representative rooms and trace the installed equipment back to the register, drawings and manuals. Check that approved substitutions are reflected in the final information. Remove obsolete duplicates from the accepted folder while retaining a controlled archive where needed.

Maintain a missing-document register with an owner, deadline and closure evidence. Identify which items prevent safe operation or required approvals and escalate them to the responsible specialists. Handle contractual completion and payment decisions under the actual agreement; a generic checklist cannot decide entitlement for a specific contract.

Plan a facilities handover session

Walk the facilities team through relevant controls, normal operation, service arrangements and emergency information with the appropriate specialists. Record who attended, what was demonstrated and what questions remain. A signed attendance sheet without a meaningful demonstration is weak evidence of readiness.

Keep document acceptance separate from the physical snagging review. CBD Projects can incorporate the document schedule into office fit-out delivery, allowing collection to begin during procurement rather than after the site team has demobilised.

Dubai project note: Building management rules, landlord requirements and authority pathways vary by location and project scope. Confirm the applicable approvals before finalising drawings, programme or cost.

Frequently asked questions

Should as-built drawings be supplied in CAD or PDF?

Agree the formats and editable-file scope in the appointment or contract. A searchable PDF set is useful for everyday reference, while future alterations may benefit from agreed editable deliverables.

Can a generic manufacturer brochure count as an O&M manual?

It may support the pack, but it should not substitute for the information relevant to the actual installed model, configuration and maintenance needs.
