A useful BOQ makes scope visible, measurable and comparable against coordinated design information.
A bill of quantities is not merely a long price list. It should describe what is included, connect quantities to design information and expose uncertainty. When bidders price different assumptions under similar headings, the lowest total may not represent the lowest project cost.
Use coordinated drawings and specifications, organise the BOQ by clear work sections, define measurement and quality, separate fixed scope from allowances, state exclusions, check quantities and rates, and reconcile every tender to one scope before selecting a contractor.
Build the BOQ from coordinated information
Plans, elevations, schedules, MEP drawings and specifications should agree before quantities are treated as reliable. Record the document revision and identify design areas that remain provisional.
Describe quality as well as quantity
A square metre rate is meaningful only when material, build-up, finish, substrate, accessories and performance are defined. Include doors, trims, sealants, backing, hardware, testing and other components that may otherwise appear later.
Separate allowances and provisional scope
Identify provisional sums, prime-cost items, assumptions and client-supplied goods clearly. These amounts should not be mistaken for fixed prices. Assign a process and date for replacing them with confirmed scope.
Review omissions, exclusions and rates
Check unusually low or high rates, zero-priced items and broad exclusions. Confirm preliminaries, logistics, protection, permits, waste, samples, mock-ups, testing, cleaning and handover documents.
Use the BOQ during delivery
Align progress valuation and variations with the agreed scope and measurement basis. Update changes formally and keep approved supporting information so the final account does not depend on memory.
